1) EXT. State Capitol, Jefferson City, Missouri 7am
A tourist wearing casual clothes with a video camera films the State Capitol building and statues. The camera lens focuses on old buildings far away; it zooms in close on windows.
2) INT. Three story office building, Jefferson City, MO
The tourist is now wearing a suit. He is standing near a window and looking at the State Capitol steps in the distance.
The tourist turns and smiles at a middle aged woman in a business suit.
TOURIST
Yes. This will do. We’ll be a little cramped, but the location is perfect.
WOMAN
(holding business card)
New-age Mortgage. Home and commercial properties. I’ve been thinking of refinancing. What’s your interest rates?
TOURIST
Well, it varies. I’m sure we could save you some money. As soon as we get settled in, stop by for an appointment.
WOMAN
(smiles, nods head)
Sounds good. Here are the door keys.
TOURIST
(takes check book from suit)
Who do I make the check out to?
3) EXT. Two story house backyard, Springfield, IL 3pm
The Tourist is looking about the fenced-in backyard and at the house. A middle-aged male landlord is standing on the patio looking at the Tourist.
LANDLORD
(checks his wristwatch)
Well do you want it or what? I have another appointment to get to.
TOURIST
Yes, I think so. The kids will just have to get use to the street noise. I start work next week, I don’t have time to shop around like the missus does for shoes.
LANDLORD
Right, time is money. Speakin’ of money, there’s a two-month deposit. Damage and insurance, you understand that. You’ll get it back if there’s no damage.
TOURIST
Yea, I understand. No problem, I got good kids.
The Tourist walks up the steps to the patio; looks over the back fence at the State Capitol steps and smiles.
TOURIST
Cash okay? Haven’t set up the bank account yet.
The landlord takes the folding money.
4) EXT. State Capitol building, Frankfort, KY 2pm

Half dozen Mexican men, well dressed, sitting and standing sipping drinks watch large screen television.
On the television a newscaster is giving a live report from the steps of the US Supreme Court building.
NEWSCASTER
The Supreme Court has just upheld the 6th Appellate Court’s ruling on Mandatory Sentencing Guidelines for all drug cases.
The defendant in Ochago vs. State of Texas, had contended that the mandatory life sentences for distribution of cocaine were harsh and unusual punishment; that each case should be tried on its separate merits.
While the prosecution maintained simply that mandatory sentences were the law.
Camera shows a Judge in black gown being interviewed on the steps of the Supreme Court building.
JUDGE CRANE
The Congress enacted the law for Mandatory Sentences ten years ago. This case should never had been reviewed, but we wanted it to be very clear to everyone in the illegal drug business. If you don’t want to go to jail for life, then don’t break the law.
The television screen is broken by a thrown vase from Ortego.
ORTEGO
Damn those hypocrites! I hate ‘em, I hate ‘em all. Costing me a fortune, so much wasted time. Ochago was my sister’s cousin. She blames me for his getting caught. She won’t get off my back. Ahhhrrr!
MIGUEAL
Calm down Ortego. Breaking the television is not going to bring him back. You are not the only one to lose a family member. It is a risk we all take.
JOSE
That is right. It is just the cost of doing business there. We can not drop out of the US market just because we lose a few people. We took in 35 million last year.
ORTEGO
Exactly. That’s my point. 35 million. That’s a hellva lot of satisfied customers. And how do they treat us in return? They put our sales and delivery men in jail for life. Damn hypocrites!
PONCHO
I remember 20 years ago nobody went to jail. They could not get enough for their Friday night parties. It is those new right wing Christian fanatic Judges. They got the laws changed.
MIGUEL
Poncho is right. Some things have changed there. The party people still want the coke, but not their politicians. I say as long as they are buying we keep selling.
ORTEGO
Of course we are going keep selling it. But this jail for life has got to stop.
JOSE
I agree. We are losing too many men. It is those Judges. We got to do something about those Judges!
ORTEGO
Well I’ve got a plan. If everyone agrees.
All of the men look at each other, slowly and skeptically. Then in turn nod approval.
ORTEGO
Something I’ve been working on for quite awhile. Our partners up in the US tell me there are many politicians who don’t agree with the Mandatory Sentences. And there is a good chance the laws could be changed back. But not as long as certain Judges remain in power.
MIGUEAL
You want to knock off some Judges? What are you trying to do? Start a war we can not win. They could wipe us out in a few hours. What are you, crazy?
ORTEGO
They won’t attack us if they think it’s those crazy Arab terrorists.
MIGUEAL
That is a good idea. How do you intend to pull that off?
9) INT. Columbia Airport. Large private airplane hanger.
Thirteen men, clearly Arab looking, are sitting in folding chairs getting their hair and beards cut.
After the Arabs are clean shaven, short haired, they get on a mid-sized cargo airplane.
The twin engine cargo plane taxes out the hanger.
10) EXT. Columbia Airport
Cargo airplane takes off.
11) INT. Columbian Cargo airplane cockpit
The pilot flips a switch and one engine shuts off. He then picks up a micro-phone.
PILOT
Las Vegas tower this is flight 59 from Columbia. We are 100 miles out and having difficulties. One engine is out and we are losing altitude. Please be advised.
LAS VEGAS TOWER (O.S.)
Flight 59, this is Las Vegas tower. We have you on our radar. You are cleared for emergency landing. What is your status?
PILOT
We are still losing altitude but I think we can make in.
LAS VEGAS TOWER (O.S.)
We have emergency trucks standing by. Good luck.
12) EXT. Nevada desert, moonlight
Three men stand beside a National Tour bus parked on a dirt road on a very isolated park of the desert.
The men are looking at the sky and then to their wristwatches. One of the men points to the approaching airplane lights in the dark sky. The other man points a large flashlight at the plane, then flashes the light off and on four times.
As the airplane gets nearer the wing lights flash off and on four times.
The man with the flashlight flashes the airplane again.
13) INT. Columbia Cargo Flight 59
The large rear cargo door is opened.
A large bag is pushed out of the cargo door and then the 13 Arabs jump out of the plane wearing parachutes.
14) EXT. Nevada desert sky, moonlight
13 Arabs float down to the ground.
The large bag floats to the ground.
15) EXT. Nevada desert, moonlight
The Arabs, carrying their parachutes, gather around the large bag.
They open the bag and each man takes a green duffle bag from the bag.
They open the duffle bags and take a sniper’s rifle out. Then they put the rifles back in the duffle bags.
16) EXT. Nevada desert, dirt road, moonlight
The Arabs, carrying their parachutes and the empty large bag, walk to the large National Tours bus.
Before they get on the bus they are given a pair of driving gloves and each puts them on.
The interior lights of the bus are turned on.
GEORGE
(waves gloved hands)
Do not take off your gloves.
Everyone please sit quiet. My name is George. From this point only speak English. Here are your targets.
(holds folders in air)
Memorize your route to your spot. Memorize the city map for quick exit. Memorize the photo in your folder. You will only have one chance.
You will receive further instructions at the farm.
George hands one folder to each Arab.
The National Tours bus with blacken windows, drives away.
17) INT. National Tour bus, moonlight
From a view behind the driver’s seat the traffic along the interstate highway is seen. The St. Louis Arch is seen as the bus crosses the Mississippi River.
18) EXT. Mississippi State Welcome Center, daylight
The National Tour bus drives past the Mississippi State Welcome Center exit sign.
19) EXT. Rural area of Dogwood, Mississippi 11am
Off-duty Officer White and his son Johnny, carrying fishing poles and tackle boxes, are walking along rural woods road. Johnny points through opening in trees down to a small stream.
JOHNNY
Under that big rock is where Bobby and Billy caught those giant cat fish last week. Let’s try that spot first.
They climb down the embankment to the large rock.
20) EXT. Rural area of Dogwood, Mississippi 11am
The National Tour bus drives down the narrow rural road; rolling past the fishing rock spot.
Officer White and Johnny, holding fishing poles, look up at the road to see the National Tour bus drive past. They watch it disappear, but can hear its squeaky brakes slow down. And then hear the sound of tires on a gravel driveway.
They look curiously at each other.
JOHNNY
That say National Tours?
OFFICER WHITE
Yea.
JOHHNY
Way out here? Think they’re lost?
OFFICER WHITE
Must be.
JOHNNY
Sounded like they turned into the old Jacob’s place. Been empty for years. What are they doing there?
OFFICER WHITE
Well the fish aign’t biting, let’s check it out.
They put their fishing poles behind the rock. Then scamper up to the road.
21) EXT. Jacob’s farm driveway entrance.
Officer White and Johnny run to the gravel driveway and stop.
22) EXT. Jacob’s farm driveway.
The tour bus stops halfway down the gravel driveway.
A man carrying a rifle gets out and goes into the woods.
23) EXT. Jacob’s farm driveway entrance.
Officer White and Johnny hide behind a tree when they see the man with the rifle.
JOHNNY
That man had a rifle didn’t he? With a telescope?
OFFICER WHITE
Yea. Don’t like the looks of that. Maybe we better sneak around through the woods.
They enter the thick woods.
24) EXT. Jacob’s farmhouse
Officer White and Johnny are looking through a thick bush. They see the National Tour bus aside the farmhouse and a half dozen older white cars parked in front of the barn.
Two men carrying machine guns over shoulders exit the house and enter small door in barn.
OFFICER WHITE
That weren’t no hunting rifle. Looked like a machine gun.
JOHNNY
Yea. What’s up with all those white cars?
OFFICER WHITE
Come on lets go to the back of the barn, see what’s going on.
25) EXT. Behind Jacob’s barn
Seeing no one, Officer White and Johnny sneak from woods to the busted door on the side room of the barn. It’s empty so they go inside.
26) INT. Jacob’s barn, long side room
Standing very still they hear voices coming from the middle of the barn. They creep along the barn wall until they come to a wide gap in the wood. They peek inside.
27) INT. Jacob’s barn.
There are half a dozen older model white cars; some with hoods raised.
A group of Arab men are beginning to sit down on folded chairs that face a very tall man, George.
George motions them to quiet.
GEORGE
I’m only going to tell this to you once. So listen up, your life and your family depends on it.
(cont GEORGE)
DO NOT take off your gloves. If anyone asks, you have a rash.
Each of you will drive a car to a different State Capitol location. Each of you should arrive at the interstate rest stop, marked on your map, just outside the city after dark between 9pm and 11pm.
From the rest stop to your primary location will take 30 minutes. There will be very little traffic and few if any people in the area.
Park in the space marked on your city map. Then go into your building. Be sure no one sees you enter your building. If there is a problem getting into your primary location, go to the secondary location.
After taking the shot, leave all your gear. Leave quickly and quietly. If someone asks what you are doing in their building, apologize and just say you got lost. Quickly walk away. Get in the car, drive back to this farm. From here we will take the tour bus to an isolated airport where our plane will take us home.

ARAB #1
Where did all those cars come from? Are they stolen?
One man is going around giving a title to a car and an ink pen to each Arab.
GEORGE
That’s the title to the car you will drive. Print your name on the back of the title where the ‘X’ is.
We bought them for cash from locals within a hundred miles in the past two weeks.
The license plates were left on by the owner so we could drive home without trouble. We told the owners we would pitch the plates once we got home.
Break no driving laws and the local police won’t bother you. But if you do get pulled over show the policeman the title of the car you just purchased. Tell them your wife paid for new plates and you are waiting for them. You forgot to take the old plates off.
ARAB #2
What if they try to take us to jail?
GEORGE
Being captured is not an option! We know where your family is and you will be paid very well. If they try to take you to jail, kill them, abandon the car and take a bus back to Las Vegas, then call us.
ARAB #3
You want these men dead. What if we miss, someone gets in the way?
GEORGE
You have two rounds to use, two seconds apart that’s all. Otherwise someone might spot your mussel flash. We would rather have you miss than be caught.
28) INT. Jacob’s barn, side room
Officer White pulls Johnny from the board crack and motions to leave. They creep to busted door; seeing no one outside and hurry into the woods.
OFFICER WHITE
We’ve got to tell Sheriff Taylor. But we better stay off the road.
JOHNNY
We can cut through these woods to the corn field. Juli Mae’s place is on the other side.
OFFICER WHITE
Good thinking. She has an old truck. She can take us to the Sheriff’s.
29) INT. Jacob’s barn.
George is still speaking to the group.
GEORGE
No stopping in stores or restaurants. Just buy gasoline, no small talk with anyone, smile, pay and go.
ARAB #2
What if we have car trouble, those things look pretty old.
Any tools in the trunk?
GEORGE
The mechanics have them running, they should make it to your location. But if you have any mechanical trouble, get it fixed if you can.
Try to get to your primary location during the night. If that is not possible then find a bus station and return to Las Vegas. But if you do that you won’t get paid. Any other questions?
Okay then, take your duffle bag and your folder and go. You will leave two at a time, 5 minutes apart and do not exceed the speed limit. This way no one should notice you.
The 13 Arab assassins get up. Each one takes a duffel bag at the barn door.
30) EXT. Interstate 55 on-ramps.
Short scene of two white cars going onto the interstate ramps; one north bound, one south bound.
31) INT. Sheriff Taylor’s office, Dogwood Mississippi 1pm
Officer White and Johnny (both very excited) are talking to old Sheriff Taylor and his Deputy.
SHERIFF TAYLOR
Whoa, slow down. Let me get this straight. You were fishing down by the abandon Jacob’s place. A fancy tour bus drives by. You follow it to the Jacob’s barn. See old white cars and men with machine guns. You sneak up to the barn then what?
JOHNNY
They’re assassins. We heard their plans. We did. Gonna kill somebody at the State Capitol.
OFFICER WHITE
Lot’s of State Capitols. Different city maps. Escaping to Las Vegas on buses.
JOHNNY
Yea. And he said capture was not an option; I remember that.
SHERIFF TAYLOR
Is that your story? You boys been drinking moonshine?
(smells them)
If this is some prank story you both gonna be sleeping in the jail for a long time.
JOHNNY
Gospel truth. We seen em, we heard em. Some kinda terrorists.
OFFICER WHITE
Yea. Arab assassins. You gotta tell the Governor.
DEPUTY
Arabs. How you know that?
OFFICER WHITE
From the TV news. Dark hair and faces, looked just like those men from the 911 bomb.
JOHNNY
Right. I saw ‘em too, Arabs.
SHERIFF TAYLOR
Well maybe you boys and I will just drive out there and take a look.
JOHNNY
No way, aign’t going back there. Arab terrorists with machine guns. We aign’t crazy Sheriff.
OFFICER WHITE
You need State troopers. You need the Army.
DEPUTY
Sheriff, I know’d Whitey, I mean Officer White, long many a year. He’s telling the truth. The boy’s right, going out there would be suicide. And they’d probably get away.
Rick Bacon does the crop dusting. Give him a call and have him do a flyover. See if that bus is still at the Jacob’s place.
SHERIFF TAYLOR
Umm. A flyover. That’s a good idea. Exactly when was this, what time?
JOHNNY
Ahhh. Well ran for awhile, walked mostly.
OFFICER WHITE
We cut across the fields to Juli Mae’s, she drove so here.
Deputy goes to county map on the wall. Puts his finger on it.
DEPUTY
Let’s see. Jacob’s place is about here. Juli Mae’s place is about a mile cross the fields. We’re here, that’s about 7 miles. About an hour ago. That sound right?
OFFICER WHITE
Guess so, the sun was high, about noon. Yea I was getting hungry.
SHERIFF TAYLOR
(looks at clock on wall)
Well it’s 1pm now. You boys better being telling the truth cause I’m going call the Governor’s office.
DEPUTY
Sheriff, have Rick do that flyover before calling the Governor. Aign’t nobody suppose to be at the Jacob place.
Sheriff Taylor picks up telephone and dials.
SHERIFF TAYLOR
Say Rick, this is Sheriff Taylor. I got a serious job for you.
32) EXT. Jacob’s farm. 1:30pm
A small airplane flys over woods. Does slow circles over Jacob’s place.
Men inside farmhouse looking out window are watching airplane circle overhead.
33) INT. Rick’s small airplane cockpit
Pilot Rick sees National Tour bus at farmhouse then picks up the radio microphone.
RICK
That’s right Sheriff, a large bus is parked beside the barn. Don’t see anybody walking around.
SHERIFF TAYLOR (O.S.)
You see any white cars?
RICK
Yea, there’s two cars by the barn.
SHERIFF TAYLOR (O.S.)
Okay Rick, thanks, get out of there, go back home, send me a bill for the trip.
DEPUTY
Two cars. You said there were a lot of cars.
OFFICER WHITE
There were. Over a dozen.
SHERIFF TAYLOR
Well. That was over an hour ago. Some of them must have left already.
34) EXT. Interstate exits.
Scenes where white cars take different interstate routes.
35) EXT. Tennessee Welcome Center on interstate.
Older white car stops in parking space. Arab #6 gets out and stretches. Unfolds map and looks at it.
36) EXT. On Interstate highway approaching exit ramp.
Older white car, Arab #2, with water steaming up from under the hood as car takes exit ramp.
37) EXT. Rural highway Gas Station Garage.
Water steaming white car rolls to a stop along side of garage.
Arab #2 exits and raises hood, steam flows.
Mechanic exits garage and walks to white car.
Steam is done, mechanic looks under hood.
GARAGE MECHANIC
Your fan belt is gone, must have just broken.
ARAB #2
Can you fix it?
GARAGE MECHANIC
Sure if that’s all that’s wrong, take a few minutes.
Mechanic puts gloves on hands, reaches under hood and tries to turn fan.
GARAGE MECHANIC
See that, fan won’t turn. Means your water pump is froze up. On these old Fords, happens a lot. How long that pump been in there?
ARAB #2
(scratches head)
Don’t know, just bought the thing last week. Can you fix it?
GARAGE MECHANIC
Sure, take a few hours, but I’ll have to order a pump from town, should have one here by tomorrow noon. Got a nice motel over there, good food too. Well, you want I should order that pump?
ARAB #2
(scratches head)
Yea, go ahead. Guess I got to stay the night. Here’s the keys, I’ll check back with you about noon tomorrow.
The mechanic takes the car keys and goes into the office.
Arab #2 takes his duffel bag out of the back seat. He walks toward the motel.
38) EXT. Rural highway.
Arab #2 walks across road and sees the garage is not in view so he walks to the Interstate on ramp and sticks his thumb up in the air.
39) INT. Sheriff Taylor’s office. Dogwood, MS 1:45pm
Sheriff Taylor talking on phone. Officer White and Johnny are sitting in chairs and the Deputy is standing behind them.
RECEPTIONIST (O.S.)
This Governor Baker’s Office. How may I help you today?
SHERIFF TAYLOR
This is Sheriff Taylor of Dogwood in Mississippi. We got a serious situation up here. A large group of Arab terrorist assassins are hold up at an abandon farm. That’s right, Arab assassins. We got eyewitnesses that over heard their plans. We need help.
RECEPTIONIST (O.S.)
Just a moment sir, I’ll try to connect you to the appropriate office.
40) INT. Dept. Homeland Security, Washington DC 2:45pm
Group discussion around circular table. Director Johnson leads the discussion.
DIRECTOR JOHNSON
An hour ago Governor Baker of Mississippi received a report of a terrorist group located in an abandon farm outside of Dogwood in rural northern Mississippi.
A local town policeman and his son were fishing when they saw a tour bus enter the abandon farm road; they investigated. Saw armed men, maybe Arabs and lots of cars.
They snuck into the barn and overheard their plans to assassinate someone at State Capitols. That was 12pm local time. It took them an hour to walk to the Sheriff’s office.
After the interview the Sheriff had a crop duster plane do flyby. The pilot saw two cars and the tour bus at the farm. The Sheriff then called our office.
A large map of northern Mississippi appears on overhead projector screen. Johnson marks an X on the city of Dogwood.
DIRECTOR JOHNSON
Agent Wilcox will direct the field operations from the Sheriff’s office in Dogwood. Agents Joy and Boggs will conduct interviews.

Two perimeters of road blocks. The first one at one mile out. The second at five miles out lead by our men and

manned by local police and State troopers.
Our SWAT teams will then converge on the farm backed up by two National Guard units of Mississippi.
This all should – this will be done in less than three hours.
41) INT. Sheriff Taylor’s office, Dogwood MS 4pm
Agent Wilcox and his DHS, Home Land Security, team have filled Sheriff Taylor’s office. Some talking on phones; others on walkie-talkies looking and pointing and placing X’s on county map on wall.
Agents Joy and Boggs are talking to Officer White and Johnny in small jail cell.
42) EXT. Rural road near Jacob’s farm 4:30pm
A hundred National Guardsmen with weapons are lined up along the road.
Two helicopters fly over the woods toward Jacob’s farm.
DHS agent Holms, with walkie-talkie to ear, nods his head and then motions a Go Forward hand signal.
The National Guardsmen then enter the woods.
43) EXT. Woods surrounding the Jacob’s house and barn.
National Guardsmen surrounding the barn and house stay just out of sight in the woods.
44) EXT. Rural road near Jacob’s farm 4:45pm
DHS agent Holms with walkie-talkie, puts it to his ear.
GUARDSMEN COMMANDER (O.S.)
All units are in place sir. Await your orders. Out.
AGENT HOLMS
Wait for the SWAT team to stop. Then rush in.
GUARDSMEN COMMANDER (O.S.)
Wait for the SWAT team, got it. Out.
45) EXT. Jacob’s farmhouse.
The DHS SWAT teams drive down driveway at high speed and stop in front of barn and house.
The SWAT teams exit behind their vehicles.
AGENT HOLMS
(uses bullhorn)
Come out with your hands up.
A long minute of silence then smoke grenades are fired into the house and the barn.
Helicopters zoom in and hover over buildings.
AGENT HOLMS
(uses bullhorn)
Everyone! Go! Go! Go!
The National Guardsmen and the SWAT teams rush into the barn and house.
No one is inside either building.
46) INT. Sheriff Taylor’s office, Dogwood MS 5pm
The DHS team is gathered around the sheriff’s large desk, listening to Agent Wilcox speaking on a walkie-talkie.
AGENT HOLMS (O.S.)
No one here. We’re too late. All the cars are gone.
AGENT WILCOX
Did you find anything in the barn or the house?
AGENT HOLMS (O.S.)
There’s a pile of folding chairs. And signs of cars recently spray painted in the barn. Looks like they left in a hurry. No time for clean up.
AGENT WILCOX
Holms. How many folding chairs are there?
AGENT HOLMS (O.S.)
9, 10, 11, 12, 13. That’s 13 folding chairs. A baker’s dozen.
AGENT WILCOX
(writes on pad)
Dust the place for prints, especially that bus. Hold the Guardsmen and the SWAT teams there. Wait for instructions. Out.
Agent Wilcox puts the walkie-talkie on the desk and faces Sheriff Taylor.
AGENT WILCOX
You said you had a crop duster do a flyby. What time was that?
SHERIFF TAYLOR
About 1:15 this afternoon. When Rick saw the tour bus and the cars I called the Governor’s office.
AGENT BOGGS
(looking at notebook)
Officer White saw half a dozen white cars in the barn. And said a half dozen outside.
AGENT JOY
That was at noon. The flyby was over an hour later. Then the pilot only saw two cars outside.
SHERIFF TAYLOR
Most of the assassins must have left after the boys did.
AGENT WILCOX
There were still two cars when the pilot did the flyby. Correct?
SHERIFF TAYLOR
That’s what Rick saw. Two white cars and the bus. So I called the Governor.
AGENT WILCOX
The plane must have spooked them. Then they all left, abandoning the bus.
AGENT BOGGS
Easy to find that bus from the air; much harder to find the cars.
AGENT WILCOX
Johnson at Headquarters won’t like this. We’ve got at least 13 assassins on the loose. With a good four hour head start.
AGENT JOY
Four hours on the interstate at the speed limit, could be three hundred miles by now.
AGENT WILCOX
I need more info.
Agent Wilcox walks toward the jail cells.
47) EXT. Little Rock Arkansas, State Capitol afternoon

He stops at a side door of the taller building and looks around. He takes a key from the folder under his shirt and inserts it in the lock. The door opens and he steps inside.

Judging by the tire impressions we figure 14 maybe 15 cars. Some painted white in the barn. Some mechanic work too.

No prints, must have worn gloves. But we should get DNA from the food refuge in the waste baskets. Sending it to the lab via helicopter.

On a large over head projection on the wall aside the projection of the USA map is a column display. The columns are: INTEL; ACTION TAKEN; RESULTS
Director Johnson stands at the projector and is penciling in data as he speaks to the members in the conference room.

DIRECTOR JOHNSON
The raid on the Jacob’s farm was a bust, no one there. The interviews Dogwood revealed, about 15 men wearing street clothes, large green duffel bags, rifles with scopes, folders with city maps and photos of target, no mention of names of job titles, just on Capitol steps.
Interstate rest stop until after 9pm. Thirteen folding chairs in the barn. Story to tell cops about license plates if stopped and capture not an option. The Tour bus out of Las Vegas, was abandon. About fifteen old white cars gone. Alright people, you’re the best analysts we’ve got. What are your thoughts?
AGENT SMITH
It’s got to be the swearing in ceremonies tomorrow. The off year elections.
ASSISANT CASEY
Why drive to Dogwood Mississippi? Must be their central base. State Capitols within driving distance of 12 hours. Maybe 700 miles.
Director Johnson makes a large circle on the USA map, Dogwood at center. Quickly counts the Capitol cities within the circle.
DIRECTOR JOHNSON
Twenty two possible targets. We’ve only got 15 hours till the ceremonies begin.
ASSISTANT CASEY
We’ve got to find those white cars before they get in their city spots. Helicopters over the Interstates and unmarked cars. Undercover cops at the Rest stops.
AGENT ADAMS
Maybe the cars were stolen. Nah, old white cars wouldn’t draw much attention. Cheap, probably just bought them.
AGENT SMITH
What about the license plates? Think they’d chance driving without plates?
AGENT ADAMS
That’d be dumb. This is a well financed operation. Maybe temporary plates or stolen plates or the owners old plates.
AGENT SMITH
Pull over any temporary plates or no plates. Run down owners from DMV on all the rest. Priority at DMV then contact the owners.
AGENT WHITTAKER
I’ll follow the money. New-age Mortgage. I’m looking at their bank records right now.
Agent Whittaker has a lap top computer on the table in front of him.
ASSISTANT CASEY
We’re on to them and I doubt if they know it. They took their cars and went to their assignments. We should be able to catch most of them on the road.
AGENT BONER
(off in thought)
Thirteen chairs fifteen cars?
The men in the chairs had folders. They’re the hit squad, they were listening to instructions. Extra cars just in case.
The bus driver, maybe the team leader, and the mechanics that bought the cars. They took off after the flyover. They abandon the bus, probably heading back to Vegas, not the Capitols.
The hit squad, hired professionals. In at night, fire a couple of rounds from distance in the morning then back to the bus.
AGENT SMITH
Sounds right to me. It’s what I’d do. But the locals’ curiosity became the monkey wrench. And most of the squad, maybe all of ‘em, took off before the flyby. The hit squad doesn’t know we’re on to them.
AGENT ADAMS
But after the flyby. The team leader and mechanics booked. Do they have any communication with the squad?
AGENT BONER
Not with hired professionals. Somebody wants somebody dead. Mercenaries are expendable.
DIRECTOR JOHNSON
The swearing in of newly elected State Government officials begins at 10am. Assuming each assassin was on his own after leaving the Jacob farm and knows nothing of our raid on the farm, then we might be able to catch them at the rest stops.
We will have to rely on the individual State Police to do this. Any driver of a white car with a duffel bag will be caught or killed, that’s the order.
AGENT BONER
What about the ones we don’t catch? Can we cancel the ceremony on the steps?
DIRECTOR JOHNSON
(reads from paper)
No way. Standing policy, “We won’t be intimated by terrorists, no payoffs or change in plans. If we give in to one terrorist then we have to give in to them all, and life as we know it would cease.”
It’s our job to stop these maniacs.
AGENT BONER
Then I’d recommend that the National Guards, armed and in plain clothes, inspect every building within sight of the Capitol steps from dawn on.
ASSISTANT CASEY
Didn’t the report say that being captured was not an option for them?
DIRECTOR JOHNSON
Right. Everyone must be informed of this, to capture alive if possible, but to use deadly force if necessary.
AGENT WHITTAKER
Thank God for these new Patriot laws. Got a paper trail from the bank. I’ve got copies of checks for property and office rentals in seven state capitol cities. I lay odds you can see the capitol steps from each one. Any takers?
DIRECTOR JOHNSON
Excellent work Whittaker. What we don’t catch on the road, we catch at the lair. Without that intel from Dogwood, a lot of important people would probably be dead by this time tomorrow.
57) EXT. Interstate Rest Stop, dusk
Two undercover policemen are sitting at a picnic table when a white car parks.
Arab #4 gets out of white car and hurries to the rest stop bathroom door.
The two undercover policemen fast walk to the white car and look inside, spotting a green duffle bag.
One policeman reports the license plate number into a walkie-talkie.
Then both policemen go and stand outside the bathroom door with drawn pistols.
When Arab #4 comes outside the policemen capture him.
58) INT. State Police car driving on the Interstate 24
Policeman slowly passes an old white car. He calls in the car’s license plate number.
TROOPER MACWAY
Trooper Macway badge number 716. DMV this is Priority. Rundown on Mississippi plate 768 4220, white 70’s ford.
Trooper Macway holds his speed to keep the white car in his rear view mirror.
DMV OPERATOR (O.S.)
Trooper Macway. We’ve contacted the owner of the that white Ford 768 4220. He says he sold the car two weeks ago to some foreigner. Proceed with extreme caution.
TROOPER MACWAY
Dispatcher this is Macway. I need immediate backup. Terrorist suspect spotted on I-24 traveling east at mile marker 87.
DISPATCHER (O.S.)
Keep him in sight. Billings is up at the next exit on- ramp. He’ll pull in behind the suspect and then apprehend him.
59) EXT. Interstate 24
Detective Billings in unmarked police car is directly behind the old white car.
Trooper Macway is directly in front of the white car.
Detective Billings turns on his red lights.
Trooper Macway slows down, braking gradually, and has his red lights on.
Arab #3 goes around Trooper Macway in the left lane, then rams his car into Macway’s patrol car many times.
Trooper Macway’s window goes down and he points his pistol at Arab #3.
Arab #3 rams into Macway again.
Trooper Macway, regains his balance in the seat, then fires his pistol at Arab #3 three times.
Arab #3’s car goes into the median and rolls to a stop.
60) EXT. Interstate 20
A State Police car is following behind an old white car.
61) INT. State Police car
State patrolman Ryan is talking on his radio.
DISPATCHER (O.S.)
That’s right. It’s one of the suspect terrorist’s cars. Keep your distance. Do not follow him into the Rest Stop.
62) EXT. Interstate 20 Rest Stop
The old white car of Arab #12, drives past the Rest Stop.
63) INT. Ryan’s State Police car
Ryan is talking on his radio.
PATROLMAN RYAN
Dispatch. He drove past the Rest Stop. I repeat, drove past the rest stop.
DISPATCH (O.S.)
That’s alright Ryan, keep a good distance behind him. We’re setting up a worker’s blockade at the Yellow Creek Bridge.
64) EXT. Interstate 20 Yellow Creek Bridge
Traffic is slowing to a stop two hundred yards before the bridge.
Workmen and trucks are gathered under the bridge painting it.
Only one lane is open for the slow moving traffic to pass under the bridge.
When the old white car, Arab #12, is two cars away from going through under the bridge, a worker holds up a stop sign.
A large front-end loader drives toward the blocked lane.
Three undercover policemen workers converge on the white car.
Arab #12 sees them and gets suspicious. He guns the engine and goes around the two cars. He tries to squeeze between the painting trucks and the bridge.
Suddenly the front-end loader rams his car into the bridge.
65) EXT. Interstate 55 Rest Stop
Arab #1 is standing in front of his white car with the hood up; he is checking the oil dipstick.
Four undercover policemen quickly surround Arab #1 and handcuff him without any trouble.
66) EXT. Gasoline station off interstate.
A local police car with red lights on is parked in front of Arab #9 in old white car beside the gas pump.
A local policeman is standing behind his car pointing his pistol at Arab #9.
Arab #9 puts the car in reverse and zooms backwards fast but smashes into the local police car backup just arriving on the scene.
Arab #9 puts the car in forward and rams into the patrol car as that policeman is firing into the Arab’s windshield. The policeman is knocked backwards when his patrol car is rammed.
Arab #9 maneuvers his car out of the gas station.
67) EXT. Interstate on ramp.
Arab #9 is quickly followed by more local police cars, lights and sirens screaming, onto the interstate.
High speed chase ensues.
Just as Arab #9 passes a semi-truck, the semi-truck pulls into the left lane and bumps into Arab #9’s car.
Arab #9’s car spins off the road and rolls over. Suddenly it explodes.
68) EXT. Interstate Rest Stop, picnic area
Arab #10 is taking a walk in wooded area of rest stop and sees undercover cops looking in his car pointing at green duffel bag.
A State Patrol car arrives.
Arab #10 goes back into woods and climbs over fence.

Arab #10 walks along frontage road dotted with houses.
A house garage door opens and a car backs out and stops on the driveway.
A woman gets out of her car, leaves the door open, goes up to the garage door and struggles to get the door to close.
Arab #10 runs to the car, gets in and drives off.

Arab #10 buys a bus ticket to Las Vegas.

Director Johnson stands by overhead projector and addresses the DHS members at the table.
DIRECTOR JOHNSON
Our latest reports indicate that 5 Arab drivers have been captured. Two of those are dead.
From their folders in their duffel bags, we now know that they are targeting Judges. Some kind of massive judicial vendetta. None of those captured has said anything other than Name, Rank and Serial Number; some kind of military no one has heard of. Probably part of their cover story.
Assistant Casey’s staff will notify all members of the Judiciary, State and Federal, their lives are in danger, that we have captured

One car found but not the driver outside of Atlanta, Georgia. Agent Whittaker check Bus and Train schedules for departures to Las Vegas.
Agent Whittaker types quickly on his lap top computer.
AGENT WHITTAKER
Atlanta suburb bus line shows one departure 15 minutes ago.
DIRECTOR JOHNSON
Get the route, get a helicopter in the air to follow discretely. Find out where the bus is scheduled to stop. Have our undercover DHS agents there.
AGENT SMITH
That leaves 7 of the 13 drivers unaccounted for.
AGENT BONER
And what about the other two cars? The mechanics and the boss? Are we sure they didn’t have hit assignments?
AGENT SMITH
Doubtful, they were the front team. Their job to get and service the cars. To have everything ready for the hit squad.
AGENT BONER
If they ran after the flyby plane left, almost a two-hour lead before our raid on the farm, they’ve had nearly five hours to disappear.
DIRECTOR JOHNSON
Do you think they had any idea we knew of their complete plans?
ASSISTANT CASEY
Well the reports on those drivers captured revealed they had no communication devices. So the admin boys have no idea what has occurred. They really might not even know for sure that we in fact raided the farm. They just got spooked by the flyby plane and dumped the bus to be on the safe side. An operation this big has heavy funding so they dump the bus.
AGENT SMITH
We might never find those two other cars. Unless they weren’t too worried. Maybe after an hour or so they figured they were safe and returned to their plan to return to Las Vegas, like the 13 were instructed to do.
DIRECTOR JOHNSON
Let’s get some planes over the interstate routes west. And over the secondary roads west. If they spot any white cars, the State Patrols can do a quick drive-by and we can check the plates without pulling over any innocent citizens.
Okay, moving on. We’ve got seven more hit men to find.
AGENT WHITTAKER
Maybe they arrived in their city early. Disregarded the order to stay at a rest stop outside the city until midnight. That would mean at cities within 7 or 8 hours of Dogwood county; under 500 miles.
Director Johnson draws another circle on the large USA wall map.
DIRECTOR JOHNSON
Ruling out the cities where Arab drivers have been captured or killed leaves us with at least 18 potential targets.
Get those undercover cops and National Guard units out on the streets now. I want the license plates of all white cars parked within a half mile of the capitol buildings.
DHS agents quickly make phone calls.
72) EXT. South Carolina Capitol Building 8:30pm
Arab #11 walks up a few capitol building steps and then sits down.
He looks out at the nearby buildings. He looks around, seeing no one near, he takes out his folder of info from under his shirt. He glances at the city map, then looks at a brick building in the distance blocked by a large tree. Fingers the map, runs finger to secondary building on map, looks up and finds it in the distance. Pulls out the photo and stares at it.
From inside the Capitol building a security man is watching Arab #11 with high-powered binoculars.
He zooms in on the photo of a Judge. He calls on a walkie-talkie.
Two undercover cops, posing as lovers come from around the side of the Capitol. They are taking photos of each other beside statues. At the base of the steps below Arab #11 they point at the front of the building.
WOMAN UNDERCOVER
Maybe that man would take our picture.
MAN UNDERCOVER
(loudly)
Sure we can ask him.
They walk up the steps toward Arab #11, holding the camera out.
WOMAN UNDERCOVER
Hay mister. Would you take our picture, we’re on our honeymoon.
They are smiling.
Arab #11 glances around, realizing they are talking to him.
ARAB #11
Well, ahh, well okay. Just one then I got to go.
MAN UNDERCOVER
Thanks man, the folks back home will get a kick out of these.
The undercover man holds the camera forward with his left hand.
When Arab #11 takes the camera, both undercover cops point guns at him.
MAN UNDERCOVER
Don’t move, you’re under arrest.
Arab #11 throws the camera at the man and reaches inside his jacket.
As his gun comes out the undercover woman shoots him many times.
Arab #11 rolls down the steps bloody and dead.
73) EXT. Café in Little Rock, Arkansas 8:30pm
Undercover patrolman, Mel, walks past the old white car parked on the street. He tells the license number into his coat lapel microphone.

The patrolman Mel walks to a street bench and sits down.

Arab #5, sitting alone at a booth, is looking at a photo of a judge’s face when the waitress begins to pour him refill coffee.
He glares up at her quickly closing the folder.
WAITRESS
(smiles warmly)
Refills are free.
The waitress turns and walks over to other customers pouring them refills.
When she goes back behind the counter Arab #5 looks all around the café then reopens the folder.
75) EXT. Café in Little Rock, Arkansas 8:32pm
Undercover patrolman Mel, sitting on street bench, is casually looking around.
RADIO DISPATCHER (O.S.)
You got a hot one Mel. Be careful, sending backup over.
Patrolman Mel stands up, looks around, yawns, then walks to the café.
76) INT. Café in Little Rock, Arkansas 8:33pm
Patrolman Mel pauses inside the café, looking around, then walks to a table far from the few customers.
He holds up an empty coffee cup off the table.
The waitress takes a pot of coffee to him.
WAITRESS
Coffee, anything else this evening?
Patrolman Mel, discretely, shows her his badge.
PATROLMAN MEL
(whispers)
Looking for an Arab, maybe has a green duffle bay, a folder with photos and maps.
WAITRESS
(mild exclaim)
Guy over by the window, been here for hours, was looking at a photo, sort of jumpy.
The waitress half turns and finger points at Arab #5.
PATROLMAN MEL
Just a cup of coffee, thanks.
Arab #5 has been watching the patrolman and the waitress.
Arab #5 puts the folder back inside his shirt and quickly goes to the cash register.
The waitress smiles and takes his ticket and a ten dollar bill.
As the waitress is putting the change in Arab #5’s hand, patrolman Mel has come up silently behind the Arab and puts his pistol against the Arab’s head.
PATROLMAN MEL
Move an inch, I’ll blow your ferrellin head off! Mister you’re under arrest.
77) INT. Bar in Frankfort, Kentucky 10:30pm
Arab #8 and Emma are laughing silly. They get off their bar stools.
Emma takes her purse and Arab #8 slings the strap of his green duffle bag over his shoulder. They walk toward the door.
78) INT. Emma’s apartment, Frankfort, Kentucky 10:40pm
Arab #8 goes to the window and sees the Capitol steps, smiles to his self and puts his duffel bag down by the window.
Emma brings him a drink, he takes it and they go to the couch.
Emma turns on the TV, they drink some and then get passionate.
Fade to dark with bed in background.
79) EXT. Movie theater in Nashville, Tennessee 11:30pm
Arab #6 exits the theater onto the sidewalk with a dozen other people.
Arab #6 walks toward the Capitol building in the distance.
Arab #6 walks one block and turns left and goes over to his white car.
He puts key in trunk while looking around seeing no one. He takes the duffel bag out, sets it on the ground and slams the lid down.
From behind him two voices holler.
OFFICER #1
Don’t move scum bag.
OFFICER #2
You’re under arrest. Stand still, hands over head.
Arab #6 raises his left hand slowly and begins to turn around as his right hand takes a pistol from his jacket.
Arab #6 squats down and fires the pistol into the dark bushes across the street.
Barrel flashes are returned as three pistol clips are emptied.
After the brief silence comes a death moan and body thud on the earth behind the bushes. Then a short cry of sorrow for his dead partner; then the undercover officer walks over to the motionless Arab #6.
The officer changes clips and fires into Arab #6 a few more times.
OFFICER #2
(into radio)
Officer down. Suspect killed.
80) INT. DHS Conference room Washington DC Midnight
Director Johnson standing by the projector is addressing the DHS members.
DIRECTOR JOHNSON
One of the extra cars was located along I-40 in Oklahoma. The State Troopers
(cont. DIRECTOR JOHNSON)
tried to pull them over; but they fired on the patrol car forcing the trooper into the median. We had two DHS helicopters on hand and they took out the suspects with stinger missiles. There were only two men in the car.
We must assume the second car has taken to rural roads or been abandon for some other form of transportation. But if they are still in the white car the satellites will find them long before they reach Vegas.
If they’ve abandon the car, they, they could be anywhere. One of the captured Arabs will have to talk before we can ID them.
Two more Arabs have been killed and one captured at the State Capitols.
A suspect on a bus to Las Vegas was questioned at the first bus stop, a truck stop for gas and walk about for the passengers. The bus driver identified the suspect as a last minute passenger with no baggage. The State Police tried to question the suspect when he began shooting at them. One officer was wounded and the suspect was killed.
Looks as if 9 hit men accounted for.
The 10th white car has been located in Illinois, but the driver has not been found. The 11th car located in Kentucky, but no driver. The 12th car was located in Mississippi, but no driver.

It’s very possible those men have made it to their shooting platform. Looks as if we will be forced to do a thorough search of all the buildings before the ceremonies begin. We have less than 10 hours to do that. The Governors are co-operating.

81) INT. Attic of tall building, Jackson Mississippi 8am
DHS agents try to open the attic room door with a key, but the door is held closed by a chair propped up against the doorknob inside.
The agents slam their shoulders against the door a few times and finally bust inside.
Arab #7 is sitting in front of a window holding his hands up in the air.
82) INT. Pickup truck driving on I-55 Springfield, IL 9am
ARAB #2
Thanks for the ride, spent all night back there trying to catch a ride. Couldn’t believe that water pump went out. Unbelievable bad luck, got this job sewed up if I can make there by noon.
DRIVER JIMBO
No problem, been broke down myself. Well here’s your exit ramp, it’s only a few miles from here, you should make it.
ARAB #2
Say can’t you take me in, only take you a few minutes.
DRIVER JIMBO
Sorry, on a time table myself, don’t want to get stuck in that morning jam.
Arab #2 takes out pistol, puts it in Jimbo’s ribs
ARAB #2
Keep driving, told you I’ve got to be there before noon.
DRIVER JIMBO
Hay what’s wrong with you, pulling a pistol on me. I’m the one that gave you a ride.
ARAB #2
Shut up and drive or I’ll blow your head off and drive myself in.
83) EXT. City Streets Springfield, IL 9:20am
Driver Jimbo slows down in city traffic. As he approaches to a red light he sees a local police car stopping in front of him.
A few feet behind the police car, Driver Jimbo jumps out of door and his truck smashes into the police car.
Arab #2 hits his head on windshield passes out.
City Policeman gets out of car.
Driver Jimbo tells Policeman Arab with gun.
City Policeman sees the green duffel bag in back and arrests Arab #2.
84) INT. Emma’s apartment Frankfort, Kentucky 9:30 am
Emma wakes up; she is tied up in bed, gag over mouth.
Arab #8 is at a window; rifle lined up on Capitol steps. Muffled rifle shot.
View from inside the rifle telescope shows man in black robe falls to concrete.
Arab #8 puts the rifle in the green duffle bag and leaves apartment.

Arab #8 puts his green duffle bag into the trunk.
As he closes the trunk lid, three undercover cops rush him. He fights them; but they knock him out.

Inside ambulance the man in black robe sits up, lifts off black robe, then takes bullet proof vest off
He is helped by two DHS men wearing black suits.

I think he got cold feet and headed back to Vegas. The ceremonies were over 6 hours ago.
